
The Safety Certificate for Personnel Service Providers (SCP) is specifically designed for the temporary staffing sector in accordance with the SCC regulations. By obtaining SCP certification for their health, safety and environmental management system (HSE), these temporary staffing agencies demonstrate their commitment to responsibility and quality to their clients.
This helps to effectively prevent potential operational disruptions and workplace accidents resulting in personal injury, environmental damage or property damage, thereby reducing accident rates.
SHE training enhances your employees’ skills, as working in different organisations requires the ability to assess potential hazards, even without prior knowledge of processes or infrastructure.
The target group for SCP certification comprises recruitment agencies that supply staff to other companies in accordance with the Temporary Employment Act. This certification is aimed at companies that wish to offer their clients additional assurance through the qualified and security-focused selection of their employees, with a view to being recognised as preferred partner organisations.
To obtain SCP certification, you must have implemented a Health, Safety and Environmental (HSE) management system for a period of at least one quarter. Your managers and staff must have completed the relevant standardised training and passed the HSE examination. In addition, an interview will be conducted with one of your temporary staff members as part of the audit.
The ‘Security Certificate for Staffing Agencies’ checklist comprises 35 questions, of which at least 29 mandatory questions and three of the supplementary questions must be answered correctly in order to obtain the certificate. The questions are divided into seven subject areas:

In a joint statement issued in February 2024, the International Accreditation Forum (IAF) and the International Organisation for Standardisation (ISO) outlined the amendments to various management system standards. The statement emphasises the importance of addressing climate change within these management systems.
The amendments affect clauses 4.1 and 4.2 of the respective standard. The aim of the amendments is to ensure that organisations take climate change issues into account in relation to the effectiveness of management systems, in addition to all other aspects.

The aim is to reduce accident figures in the long term. For this reason, the SCC regulations place particular emphasis on accident statistics in accordance with UH (SCC). Accident statistics in accordance with the SCC regulations must also be maintained for SCP certification. However, compliance with a specific accident frequency rate (UH (SCC)) is not a prerequisite for SCP certification.
Our auditors assess the suitability of your health, safety and environmental management system for SCP certification. To this end, documents relevant to health, safety and the environment are reviewed in advance, followed by interviews and observations, amongst other things, during an on-site visit. An interview with a temporary worker should be conducted at the place of work.
The aim of the staff appraisal is to enable you to observe and interview your employees whilst they are working. The regulations recommend that audits be carried out at the temporary workers’ places of work.
According to the SCC regulations, your operational staff (employees and managers) must have successfully passed an SGU examination. To ensure a consistent standard of training, the examination content and assessment criteria are set out in a binding manner in the SGU examination question catalogue. Operational staff are directly involved in the delivery of services.
